Exemptions had to be granted when Wyland (an artist) painted a giant mural of a whale since the law considered almost anything decorative that could be seen from outside as advertising. Today the modified law still stands and even was used to ban billboard trucks (the ones that tow billboards around the city). Only indoor billboards are allowed, which are wall sized ads in places like parking garages, shopping malls etc, so long as they can not be seen from outside.
